According to a report, in 1862, the British government in India printed a note for itself for the first time from a UK company. Till 1920, British government used to print Indian notes in UK only.

But even after this, the British government was printing the notes from outside because it was not able to print such large amount of currency in India.
After this, the second printing press was opened in 1975 in Dewas in Madhya Pradesh, India. But in such a large population, 2 printing presses could not print much currency.
